The IRS deducted twice from my refund. What can I do to appeal?

The IRS intercepted my CA state refund. Then they took the same amount again from my federal. It seems like they deducted twice instead of only once.

You don't need to do anything .... first they will send you a letter to inform you that the refunds were intercepted and then they will figure out that they took too much (after any penalties & interest is satisfied) and will refund the difference.  This will take a bit of time but it will work out in the end.
