Why did you file a joint return ? You should have filed an injured spouse form if you were filing jointly ... but you can file one by mail now.

I filed single not jointly. I don’t live with him and have no access to his tax information or bank information.
Ok ... so if you had filed a joint return in the past and there was a balance due then the IRS will take the refunds from both of you until that debt is satisfied. If he was to pay the debt and did not then this is a civil matter ... sue him.
