yes, it's legal to send you a bill if they think they've found an error. the letter should say what they changed. we have no access to it. sometimes the taxing agency is wrong. the letter should provide a means of objecting to the change and what to submit if you do. if not there is probably a phone number on the letter to call. have the state return in front of you and supporting documents for items on the return.

Do you have proof that you paid the $1644? The city might not have received or credited it.
