I overlooked a 2016 1099DIV amounting to $12 and a 2017 1099DIV amounting to $30, should I amend both returns?

The amounts are very small and there might not be any tax impact at all.

I would put the information in your tax folder, and if you would have to amend the returns for another reason, then add the dividend to it.

Otherwise just file with tax records due to minimal amount.

Thanks, can I just add these amounts to my 2018 return?

No, you can't as only 2018 income goes on the 2018 return.  

The reason you are not filing an Amended for 16 or 17 is that those returns are substantially correct right now.  If you really want to, you can Amend those years, however tax might be $0 or at most $5 for 2017.
