I'm married to an American citizen. I have my SS card and I don't work in the USA. I'm still waiting on the decision (approval) on my I-485 form (Application to register permanent residence or Adjust status) USCIS, I'm doubtful if I can file the tax return in the USA or if I can only declare when I have the green card. Thanks

If you are living in the US and did not earn any income in 2018, you do not need to file a US tax return.
If you are not in the US and have not received your green card, you do not need to file a US return.
