Usually yes ... if the irs took some/all  of your refund then prior year balance dues are considered paid.  Confirm this thru the IRS by logging into your account and reviewing the account transcripts...   https://www.irs.gov/individuals/get-transcript

 Hey where on the transcript will it show if I have still owe or not it says $0 but not sure if I'm understanding it right
