Tax records on a new home

I bought a home 2/16.  I have the Taxpayer summary for local taxes.  They are listed billed to the previous owner.  Do I claim these since I own the house now?

Yes, you can deduct all property tax you paid on all property you own in the year paid.as long as you only use the property for personal use, and also itemize your deductions.
