1541 concerns tax offsets such as owed back taxes, unpaid child support or unpaid student loans.  or at least the IRS thinks there is.  this can take them 21 days to sort out.  if there is an offset. your refund will be lower or possibly none at all.  if you have no offsets then you should get your refund
