If my daughter already filed her taxes for 2019 and she was sent to offset for her student loan will they take all her refund or part of it during Cov 19?

The stimulus payments will not be offset to cover student loans, so she should still get her stimulus check.

She'll get an explanatory letter from the Bureau of the Fiscal Service about her refund offset. The remainder of her refund will be processed as usual. An offset shouldn't delay it, unless her entire refund was applied to her debt.
