I can't Amend my 2018 return. Webite says 2-8-2019?

TurboTax will have the amended tax forms available on Feb 22, 2019.    We have had to wait until IRS approved the 1040X.

So it's the 22nd now and now it's saying March 7th to file an amended return in TT? What is the deal? This is absolutely ridiculous. The form has been available for download since early Feb. Come on.
