State tax still in pending status due to Form 2106 can not be e filed. What do I need to do to file my state taxes?

I received this answer 2/19 from TurboTax: TurboTax has not yet released the forms for the Alabama state return. By "forms", TurboTax means not only the forms but also the programming and the extensive testing that must precede the release of "forms".

Alabama is currently scheduled to be released by TurboTax on 2/28/2019. Such a late date is generally the result of last minute changes by the state legislature or tax authority.
