we got rejected by Illinois and I cannot figure out how to find the number to fix it
do I just start a new start return? because the amend doesn't seem like the appropriate option i.e. why would I amend something that never filed??

First you never amend a return that was never accepted and processed.
Next the error ... when you log in there should be a fix it button to click on. The AGI is in the FILE tab and that is where you may be able to correct it. If you cannot then choose the option to mail in the IL return and the forms/instructions will be presented to you in the PDF you download.
No, you should not start a new return. The best option is to fix the one you have and resubmit it. Since you would have needed the prior year AGI to file the Federal return, perhaps the number entered for the state was just mistyped.
If you do not see a specific option to 'fix' the error and resubmit it, try going back through the File process as suggested by Critter-3.
