Hi everyone,
The IRS received my paper tax return, along with an ITIN application for my spouse at their ITIN office in Austin, Texas on February 29th, 2020.
I got married in 2019, and filed jointly with my wife for the first time last year. My spouse is not a US citizen nor resident, so I requested an ITIN number for her so I could file jointly on my 2019 tax return.
It's been over 1 calendar year, and the "Where's my refund" app has never shown any status or even an acknowledgement that they have received my return. It's always an error.
It's now 2021, and I'm unable to file my taxes for 2020 because I still have not received my wife's ITIN.
I call once a month, and the IRS phone agents never see anything and tell me just to keep waiting don't refile. I'm growing more and more frustrated and hopeless.
I used post office letter tracking on my paper return, so I know they have received my 2019 paper return on February 29th, 2020.
I'm really lost and don't know what to do to get help and get my return processed and finally receive my refund. I also haven't received any stimulus payments either, as a result of this crazy delay.
Can anyone please help me?

I hope that the IRS Taxpayer Advocate Service can assist you. They have been helpful in the past, but I have not used their office since the COVID shutdown.
Their website says that:
their offices are closed. However, Taxpayer Advocate Service remains committed to assisting taxpayers and championing their taxpayer rights.
