This could be due to some forms not being available currently to print.

The link shows that Maryland is available. However I’m still unable to print my return as it is still “preview only”

If you are not able to file your federal and state tax returns together, you then have to wait for the IRS to accept your federal return before coming back to file your state. You can check your federal e-file status here.

Both federal and state returns have been filed and accepted. My state return is still showing as “preview only” and I am unable to print it for my records.

Although forms may be available for filing your tax return, oftentimes many are unavailable for download/print. If your return was successfully filed, accepted etc. rest assured that all is well as far as that is concerned. You will just need to keep checking back periodically as far as being able to print a copy for your records.
