Should my 2017 PA state $83 refund that was applied to 2018 taxes be listed as federal wages and income?
$83 PA state refund that I applied to 2018 pre-populates as federal wages and income. No 1099-G.

If you itemized in 2017 on your federal income tax return, you gained a tax benefit by deducting the state income taxes paid for 2017. Thus, a state refund would be taxable on your 2018 federal income tax return.
If you applied the refund to your 2018 state PA taxes, then you should also see an $83 payment on your PA income tax return, line 14.
