I had federal tax refund on my mortgage interest last year, reported in schedule A in "Itemized deductions" section. Should I include it in "miscellaneous income" this year? I live in Washington state (no state tax)
If yes, how can I calculate only the partial refund that's from mortgage?

No, a Federal Tax Refund is never taxable. You do not need to report this anywhere on your Tax Return.
