You must have misunderstood. State taxes owed can Never be paid from a federal tax refund. Only the TurboTax account fees can be paid from the federal tax refund and only if you selected the Refund Processing option.
You will need to pay the state taxes owed. On your state website should be an link for paying the state taxes owed on the 2022 state tax return.
It sounds like you applied what you owed to next year Federal,
instead of this year State, which is what you intended, but it cannot be done.

Your state tax due cannot be paid from your federal refund.
It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund. The federal and state treasuries are completely separate from each other. You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other. It is not. The ONLY thing you can pay for from a federal refund is your TurboTax fees if you chose that option.
You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Sounds like you chose "refund processing"---to have your TurboTax fees paid from your federal refund. Remember that when you make that choice, the third party bank also charges you $39.99 ($45.99 in CA) so that is what was deducted from your refund--not your state tax owed.
When you choose "refund processing" TurboTax gets its fees when the IRS releases your refund. Your refund goes to the third party bank. The bank takes out your fees and then that bank sends the rest of the refund to you.
