Section 179, line 14, col. 1 (2017) carryforwards showed as wrong. couldn't efile. I printed and mailed return. got charged $24.99 to efile the state. can I get a refund?

Colorado was my only state. Still got charged $24.99 to efile and couldnt efile. Need a refund.
