According to TurboTax my refund should have been $792 and I didn't owe anything. My return hit my bank account today for $166 AND I have a pending "Electronic Withdrawal IRS" for $62. I am at a loss for next steps to rectify this. Any advice would be appreciated.

Who was the the $166 from? The IRS or your state? Maybe it's not for a tax refund. Federal and state refunds come separately.
Where did you see the 792? Is it on your federal 1040 return? What line? Or at the end Turbo Tax shows you the combined amount For federal and state. Maybe you have a 852 state refund and a 62 federal tax due.
The $166 is from the IRS. The $792 was at the end of turbotax - $514 for fed and $278 for state. I just called the irs automated system and it said my refund was reduced due to a debt? I owed last year but I know for a fact that I paid it. And that doesn't explain why they would deposit $166 and then withdraw $62. I feel like I need to talk to an actual person at the IRS but that wasn't an option for the number I called.
