Its only taxable if you itemized your deductions on Schedule A in 2015, and deducted state/local taxes (instead of sales tax). Even if you did, its still only taxable if the deduction had a beneficial impact on your return.
You can add the 1099-G under State and Local Tax Refunds and add the information from your 2015 return if you didn't use the same Turbo Tax account in 2015.
If you know you took the standard deduction in 2015, don't bother adding it at all.
