Refund say approve but doesn't say sent what does that means

Once the refund is approved, as per the website itself, it takes about 21 days to get your deposit.

Quoted as below:

"Nine times out of 10, the IRS issues refunds in less than 21 days from when a return gets filed. Paper check refunds may take several weeks to receive by mail."
