This year I recevied two 1099G state refund. one is for 2016 state refund and one is for 2015. I amended my return last year for my 2015 tax return. I was wondering this is why I received 1099g for my 2015 state refund. But on my 2015 1099g first box, it shows "2017 statement for recipients of certain governmenet payments" So I am so confused, do I need to add this to my 2017 tax return or amend my 2016 return?

When you go into the state refund area on the Wages & Income page ("State and Local Tax Refunds on Form 1099-G"), you will enter the one for the 1099-G forms as a 2016 State Refund, and then you can add another as a 2015 State refund. In any order you wish. As soon as you finish one, you will have a button to "Add Another......"
You get two forms because you received the refunds in 2017, thus they potentially become taxable on the 2017 Federal tax return.
