Received IRS Letter they did not get my 2018 1040 tax form. e-filed

I attempted to e-file my 2019 taxes and was rejected because the IRS did not received the 2018 taxes from last year? I have the file from Turbo Tax in my computer plus a hard copy. How do I correct this error and proceed with the 2019 taxes? I have not been successful in my attempts to call and/or contact the IRS on line.
