Received check from IRS with no letter of explanation

The check looks legit but I've received no explanation other than the checks shows an int amount of $64.82 and says 12/2013 and tax refund 30. Not sure if I should cash it or not.

you are getting an interest payment. There will be no letter but you will get a 1099-INT next year.
