Received an email from turbotax stating that form 1040x is ready but when I access the website is telling me that my fed return can't be amended right now

This board is not official customer support and we don't know anything different than the published schedule.

Turbotax has a habit of releasing updates late in the stated day.  (I have suggested that they should make the official day the day after, in that case, but they didn't take the suggestion.)  So it may be available later tonight or tomorrow morning.

Amending appears to be available online as of 4pm this afternoon (March 7).
