If IRS selected your return for review ( assuming the letter is genuine--- there should be letter number, year , etc. on top right of the letter ), then you just have to wait.  It has nothing to do with TurboTax.  The refund will not be issued till IRS has processed the return.

The letter said to wait 60 days and then call if no refund or no contact from IRS. It has been 60 days and still nothing IRS is not answering the phone at this time. Any suggestions?

@40Manda80 , the current situation with the IRS  makes it tough for them to keep their  60 day promises.  They will probably do one of two things , either ask / inform you of  a further delay  ( think they have  regulatory steps they must follow  -- these are listed out in  their manual -- IRM ) OR  just release the refund  since they still have three years to go back , if they want to .  As I said earlier, often these holds are based on  the processing computer flagging  something is out of bounds ( either because it has violated some of the gates/values  they check for compliance or because of some unknown faults/errors etc. ) and just needs human intervention to go ahead.  Unfortunately, under these circumstances  there is not much you can do  except  see what the  "Where is My Refund" says --- IRS phone  calls  are  not fully manned and  the  present personnel are overloaded.  I am so sorry to be bearer of not so good news.
