Many forms and schedules are not yet ready.  When the IRS/state has finalized the forms you need then you will be able to file.  Click Review to see what you have to wait for.  The IRS is not accepting returns until January 27, so there is no hurry to file now.  Filing now would not result in an early refund.

When all of your forms are ready you will be able to go all the way through the FILE section and choose to pay an extra $39.99 ($44.99 in CA) to have the TT fees deducted from your federal refund.

It means ( and if you read the screens the program tells you ) that there are some forms in your return that are not ready to be filed ... click on the REVIEW tab to see which ones they are and when they are expected to be ready (subject to change of course).
