Turbo tax shows I owe $852 in red at top of the screen when I complete my amended 2017 tax return.
However, the amount on line on 1040 shows I owe $1664. Why the discrepancy?

On the Form 1040X if you have taxes owed it will be shown on Line 20 of the form. That is the amount that you have to send to the IRS when you print, sign, date and mail the Form 1040X.
the 1040, if that's what you're referring to, doesn't reflect payments made with the return. the 1040-x does
IGNORE the "refund-O-meter" since it can be confusing when amending ... instead look at the amended forms only ....
On the federal 1040X ...
Column A should have the figures from the original return, Column C the corrected figures and Column B the differences between the other 2 which needs an explanation on page 2 of the form 1040X.
If you completed it correctly you will see an entry on either line 16 OR 18:
On line 16 should be the amount you paid with your original return.
On line 18 should be the amount of your original refund you received.
Then you will see your extra refund on line 22 OR the new balance due you need to pay on line 20.
