I just got a letter from the IRS for the 2020 year telling me they adjusted my 2020 return because TurboTax gave me the Recovery Rebate Credit and we don't qualify. Why would the program do this? Who do I talk to to find out why this mistake was made?

Did you receive the full amount for both the first 2 Stimulus payments? Better check your 1040 line 30 and see if an amount is listed. That's been a common problem. You might have answered the Stimulus questions wrong and tried to claim it again or some more on line 30. So the IRS took it off because you already got it. They know they sent it to you.
Like you might have got the second round after you filed your return.
What was on line 30 of your 1040 form?
TurboTax calculated the maximum credit that you can have, and then it asks if that is what you received. If you ignored the question or answer no, then the credit will go on line 30. If the IRS records show that you were issued payments (even if you did not actually receive them) then they will deny the credit and send the CP11 letter.
If you claimed a missing stimulus payment on your return but the IRS took it off you have to ask the IRS. They think they already sent it to you. Maybe it went to an account you don't remember. Or you got a check or a card. It was probably easy to miss the debit card in the mail and think it was junk mail. They have to put a trace on it.
How to put a trace on a missing 1st or 2nd Stimulus payment. IRS for Payment Issued but Lost, Stolen, Destroyed or Not Received
See question F3 here, you can expand it to see how to put a trace on it.
Thanks everyone for the responses. I've looked further into this and it may be a TurboTax issue. On the Recovery Rebate Credit Worksheet line 9, they calculated that based on 0 dependents on my 1040 that I get a credit of 1200 for the two dependents (600x2).
So it appears to be a bug?
I did put in the 2 payments we received and those are on the sheet.
