Irs holding my refund i called but no answer i never received my notice in mail how do i find out what forms or any info never was directed

I had talked ti irs on one occasion and lady said irs has a hold on taxes intil i send in 5he two forms in bye mail or bye fax but never received the notice abd now i can not get any info from any one wdid
