I submitted am amended tax form in feb am now receiving a notice need to contact irs, unable to reach them , need help reaching out, how to reach them ?

There is no magic trick to reaching the IRS just persistence .  Try to call the number first thing in the AM to see if you can get thru  and/or  mail in a response  and/or  seek help from a taxpayer advocate.
