I just amended my 2018 tax return and i was reading through it and the payment is being directed to a card that i no longer have is there anyway for me to change that?

What are you looking at?  An tax refund from an amended tax return, Form 1040X, can only be mailed by the IRS as a check to the address on the amended tax return.

Or you have to send a check with the amended 1040X if you have a tax due. Ignore any vouchers that print out or instructions.  Those are for the original return.
