I bought a Condo from a Guy who lives in Canada, now the IRS is asking to pay some sort of taxes on it, not sure why? Cant get in tough with them. (IRS)

you may need a lawyer to go over the purchase and the IRS notice.  another source for the notice is

Thanks I did not purchase the audit defense.  But was told this has nothing to do with my Year End Taxes this is a separate matter.  Thanks again
