You would have to download the .tax2018 data file and install the 2018 Desktop program (you need a full Windows or Mac) to open it.  You might be able to use the amend program.

What do you mean by "re-run" it?  What are you trying to do?  Was it filed last year or not?  if it was not filed at all then you cannot work on it using the online program.  If you have any changes or corrections to make before you file it, you need the downloaded desktop software on a full PC or Mac.

Then you need to print, sign and mail it.

If you already paid for your online software you can ask customer support for a download of the desktop software.

They are available from 5 a.m. to 5 p.m. Pacific time Monday-Friday.

If you are getting a refund, there is no penalty for filing late.  If you owe tax due, then file and pay the amount due as shown on the Form 1040, but expect a bill later from the IRS for the penalty and interest you will owe.  Only the IRS will calculate this—TurboTax will not calculate it.

If you filed it last year and it has mistakes that you now need to fix, that is a different story.  If it was filed and fully processed then you use the amending process.  You would need to prepare a Form 1040X and print sign and mail it in.
