There is no e-file fee when you are using TurboTax Online, you are charged a tax preparation fee for the state software that you are using to self-prepare that state return in. So you pay that fee for the software whether you e-file or print and mail that return.
You only pay an e-file fee for state returns when you use the TurboTax CD/Download versions of the software. And even in that instance, NY still doesn't have an e-file fee.
Online software
If you go here https://turbotax.intuit.com/personal-taxes/online/ and
click State additional
under the Free Edition, it will open a pop up with the cost of the state
software you are purchasing. And if you scroll down in that pop-up to under
the What's included with TurboTax State? section, you'll see "Free e-file — With TurboTax State you can e-file your
return at no additional cost."
CD/Download software
If you go here https://turbotax.intuit.com/personal-taxes/cd-download/ and
click 1 state download under one of those CD/download
versions, a pop up will appear. Scroll to bottom of that and you'll see "E-file
fees do not apply to New York state returns. All prices are subject to change
without notice."
