Part of my refund from 2015 was used in 2016 to offset taxes and penalties owed from 2011 can I get credit for that payment vs 2016 taxes?

Can I take a deduction for the $6151.00 that the IRS withheld from my 2015 return in 2016 to cover 2011 taxes and penalties?

No. That is not deductible. Federal taxes paid for any prior year are not deductible at all.
