No, if someone else can claim you as a dependent, you are not eligible for the Stimulus Payment.

The IRS will go with the most current information available.  If your Mom did not claim you, and you did claim yourself, you are eligible for the stimulus check.

The IRS has not said if they will be considering amended returns to compute the stimulus payments.

They have said that if your stimulus payment is computed incorrectly, you will be able to correct it when you file your 2020 return.
