No. The fee for the state return is a charge to prepare your return using the Turbo Tax software. The e-filing is free. 

 

The fee is there whether you e-file or print your return and file by mail.

Well then I will need to hunt for other options as $80 is too costly just to file taxes.

If you qualify to use it, there is another full-featured free version of the software:

 

Try Free File: 

You qualify if your income was $36,000 or less,

or $69,000 or less if active duty military,

or if you qualify for Earned Income Credit
