Once again 3rd year in a row oregon has held up my tax return why does oregon seem to have problem with a filers?

Unfortunately, only OR can answer that, but there may be something unique about your filing that catches their attention.  Going forward, consider changing your state withholding so that you do not have to wait for a refund at tax time.

Also note that the state just started issuing refunds on Feb 15.

Oregon taxes always seem to do my taxes manually even though I E file and turbo tax does my taxes why?

 you are not filing a correct return.

I found that Oregon processes tax returns promptly, even if there are errors.
