On the app it says my taxes was accepted by the IRS for 814$ but only received 114.78$. is that Normal or should more be coming?

TurboTax doesn't have any information regarding your refund once it's filed. Some reasons why your refund is lower than the amount on your tax return:

you should get a letter/notice of explanation which should imclude ways to dispute the iRS findings if they are wrong.
