On a 1098-T form, TurboTax has the wrong state for my school but wont let me change it saying the zip code is wrong. The zip is correct. How do I change the State?

I have tried re-entering the 1098-T manually countless times and it will not change the state. I am at a loss.

Try this and let me know if this is successful.

First delete all of your educational data you have recorded in the return.
Go to Tax tools>tools>delete a form.
Delete all 1098-T forms and 8863 forms.
Once these are deleted go back into tax tools again to see if they are completely deleted.
Now sign out of your computer and then sign back on.
Now reenter the information exactly the way it is recorded on your form. Record it slowly so that it is completely correct so you won't have to go back and correct errors.
