The blue bar is used to track the refund status inside the program. It will fill in more as your return and your refund are processed and then sent. When the blue line is complete, it means that the IRS/state has accepted your return.
TurboTax tracks whether your federal and state tax return has been accepted or rejected, and gives an estimate on when you can expect to receive your tax refund. Once your federal and state returns are accepted, the IRS or State does not send updates to TurboTax.
After acceptance, you can track your federal refund here: Where's My Refund? Make sure you wait at least 24 hours after acceptance before using WMR. Please note that the IRS issues most refunds within 21 days of your return being accepted. If your return was accepted less than 21 days ago, hang in there. It can take anywhere from a few days to 3 weeks to go from acceptance to approval. The IRS Where's My Refund? lookup service provides a specific, personalized date for your federal tax refund once it's available.

Each state processes differently and at different times so the time frame can vary. Also, keep in mind some tax returns need extra review for accuracy, completeness, and to protect taxpayers from fraud and identity theft. Extra processing time may be necessary.
