Obviously my 2016 State taxes wasn't filed and I have already filed my 2017 w-2. Im curious what do I need to do to get my 2016 state refund

Prior year returns must be printed, signed and mailed.  They cannot be e-filed.

Just go in and work on them like you normally would. You will likely need to mail them in instead of doing an electronic submission. If you are owed money - no big deal. If you owe money, send in the amount you owe and the state will bill you any late fees unless you received an extension.
