I paid $630 in sales taxes for a vehicle I bought in 2016. I didn't put this on my tax refund (wasn't asked). Would it make much of a difference in how much I get back? Should I amend?

No. This sale tax amount would only change your refund amount if you itemized your deductions. If you took the standard deduction (starting at $6,300 for Single in 2016) then you would need at least this amount of total itemized deductions to get any benefit
