Neither state I lived in in 2016 (WA, FL) has an income tax. TT did say I didn't need to do a WA state return, but why does it insist on doing a FL tax return?

The Florida return in TurboTax is for reporting tangible personal property used in connection with a Florida-located business or rental real estate.
You might have answered a question in such a manner as to lead the program into believing you had property to report. Since that is clearly in error, you can simply choose Skip State in the State Taxes section since Florida does not otherwise have an individual income tax.
