My tax returns have been accepted, but TurboTax states "Amending on TurboTax Online is not available for 2019 yet. Check back in late February." How can I expedite this?

Why do you need to amend?  And you need to wait until your first original return is fully processed and you get the first refund or paid the tax due.  The 1040X amended return won't be ready until Feb 5, 2020.

Because I forgot a W-2 on my return. Thank you for the advice. So the 1040X form is available Feb. 5th, and if my return has hit my bank account, I can start the amendment? Would it be quicker to skip turbotax and do it through the IRS?

Either way.  But you have to start with the originally accepted return.  It's free in Turbo Tax to Amend.

As long as your return has already been accepted, you can amend your return. When you amend your return, you will need to print it out and mail it in. Your amended return can't be e-filed:
