My tax return got delayed from last year, now the refund tool on the IRS website says it was wired to my bank, but that was 14 days ago. What should I do?

I have already spoken with an intuit “specialist” who gave me the number to a holding company they use for payments with direct deposit, but when I called I only got a busy signal. Not sure who to talk to about getting my money at this point and kind of frustrated.

The IRS does not wire refunds.  Rather, it does direct deposits.  Did you ask to have your TT fees deducted from it?  If so, is that what you mean by the holding company they use for payments with direct deposit?

If you did not ask to have your fees paid with your refund, it goes directly from the IRS to your bank.

Your tax refund was not sent to TurboTax.   TurboTax does not handle your refund at all.

Santa Barbara Tax Products Group, LLC  (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.
