Those phrases mean the same thing. The IRS is seriously backlogged because of all the extra stimulus filings, as well as a few million unprocessed 2019 returns left over from the COVID shutdown. In addition, the Where's My Refund site has been erratic and unreliable. But if TT told you the IRS has Accepted your filing for processing, then the government has it. (Approved is a later step, but TT receives no further updates once Accepted. Calling the IRS will not help, either, and the IRS has implored taxpayers not to call them.) The IRS has started issuing Stimulus payment #3, but it will take a few weeks to get them all out. This one comes separately, not as part of your 2020 tax refund. You can check your status here:

I am planning to re-file. Everyone that file after me have received their refund. It was aa bad idea opening up turbo tax too early.

If you filed electronically and received an acknowledgement, you do not need to take any further action other than promptly responding to any requests for information. We’re working hard to get through the backlog. Please don’t file a second tax return or contact the IRS about the status of your return.
RE-file how? The IRS will not accept another e-file from you. Once you have e-filed your return it is not possible to e-file again. Your only other way to file "again" would be by mail. Mailed returns take even longer than e-filed returns, and putting a second return from the same SSN into the system would confuse the IRS and delay your refund longer.
You are always going to find someone else whose refund arrived faster, and someone who waited even longer than you. That is the way it goes. Returns are not processed “first in — first out.”
