My state tax return shows a refund to me. I have not e-filed yet but want any refund to apply to 2019 taxes. How do I get to that page?

In your state tax return, there is a section called Other Situations.  You should be able to select this from a summary screen when entering your return.  Then select the Over Payment of Taxes option.  There you should be able to designate a portion of your state refund to 2019 tax payments.
