If your state refund was less than you expected (and less than your state return indicated) then you will receive a letter of explanation from the state.  TurboTax does not get any information from your state after your return has been filed and accepted, so no one at TT will know what your state changed on your return or why they changed it.  TurboTax never knows about possible offsets to your return due to state back taxes owed, or other debts you may have owed in the state.  Wait for the state to send you a letter.
